Four increasingly better versions of TCP/IP were developed -- TCP v1, TCP v2, a split into TCP v3 and IP v3 in
the spring of 1978, and then stability with TCP v4 and IPv4. Kahn obtained a Ph.D. degree from Princeton University
in 1964, worked for a while at ATT Bell Laboratories, and then became an Assistant Professor of Electrical
Engineering at MIT. With seed funding and support from Kent Curtis at the National Science Foundation, Larry
Landweber at the University of Wisconsin-Madison put together a proposal to build a network to connect non-ARPANET
computer science departments. In 1983, the US military split off the network MILNET from the ARPANET, reducing
their continued interest in the network, and freeing it to become primarily a non-classified research network. This
was more than text, it was hypertext. The web realizes part of this vision, except that there are deletions, and
some information is stored in more than one place. ARPA appointed J.C.R. Licklider to head the new IPTO
organization with a mandate to further the research of the SAGE program and help protect the US against a
space-based nuclear attack. MIT and IBM developed the IBM AN/FSQ-7 computer to run the SAGE centers. Development of
the ARPANET seven years later, and then to the NSFNET and the Internet we know today before it had been
peer-reviewed, since the peer-review process prevented mistakes but slowed down progress.
