Four increasingly better versions of TCP/IP were developed -- TCP v1, TCP v2, a split into TCP v3 and IP v3 in the spring of 1978, and then stability with TCP v4 and IPv4. Licklider to head the new IPTO organization with a mandate to further the research of the SAGE program and help protect the US against a space-based nuclear attack. MIT and IBM developed the IBM AN/FSQ-7 computer to run the SAGE centers. Development of the ARPANET seven years later, and then to the NSFNET and the Internet we know today before it had been peer-reviewed, since the peer-review process prevented mistakes but slowed down progress.
